Volkswagen’s Future Production Governance: 22 plants in regional clusters, Iberian EV launches
Volkswagen has announced a sweeping overhaul of its manufacturing setup. Under a new approach dubbed Future Production Governance, 22 plants across VW Pkw, Skoda, Seat/Cupra, and VW Nutzfahrzeuge will be grouped into five regional clusters. The aim is to cut costs and raise efficiency, with planning, logistics, and product management handled within each region rather than in parallel by separate brands. The logic is clear: fewer silos, clearer accountability.
The first test bed will be the Iberian Peninsula. Starting in January 2026, production sites in Spain and Portugal will be overseen by Andre Kleb, who will report to both Volkswagen and Seat/Cupra. As part of the streamlining, Seat/Cupra will no longer maintain a separate head of production. It’s a concise chain of command designed to match the new structure.
Regions will also take charge of project coordination and new-model launches. Notably, the first wave centers on compact electric cars: from 2026, Martorell will build the ID.Polo and Cupra Raval, while Pamplona will produce the ID.Cross and Skoda Epiq. Another EV, the ID.1, is planned for 2027 at the Palmela plant, where leadership will pass to Anabel Andion Lomero in 2026. Volkswagen intends to extend the new system to other regions.
